This deficit is due to the vote for Public
Works Extraordinary, $726,338. This vote is perhaps
excessive. Last year's Estimate was $331,100; submitting supplementary votes to the amount of $112,790
and in
the Officer Administering the Government told us that
this programme would "tax the capacity of the Public
Works Department to its utmost" during 1900. They now
propose to spend $283,500 more. We should call atten- tion to this, and suggest cutting it down? The Governor
asks for a telegraphic reply on this point.

The deficit is met out of an estimated balance
of more than $900,000 on this year; to which we may add
the increase in the Opium Farm tender from $372,000 to $750,000, since reported by telegram,
has turned it into a surplus of or
over $200,000. There is no special reason, therefore, for
cutting down the se Estimates as a whole. The cost of
the increases of the salaries of the subordinate officers,
to which Sir Henry Blake refers in paragraph 3, is not
likely to be very considerable, though we cannot esti-
mate it exactly.
The Revenue is estimated at $3,909,349,which
is about $70,500 less than the Revised Estimate for the
current year, but nearly $300,000 more than the actual
revenue of 1899.
Licenses and Internal Revenue are expected to
increase $78,757 over this year's estimate. The chief
